sir,
I am directed by the Secretary of State for India to
aoknowledge the receipt of your letter of 19th August No.
F.6936/310/87, tranmitting copy of a note from the
Portuguese Ambassador, in which it is suggested that the
Governor of liong Kong should be authorised to supply
120 cases of Indian opiw amually to Macao.
2. The Earl of Birkenhead presumes that the Fortuguese
Goverment are mistaken in supposing that any surplus
amount of Indian opium is available at Hong Kong for
regular supply to Lacao. He suggests that the
Colonial Office should be consulted as to the reply to
be returned to the Portuguese Ambassador.
3. Copy is enclosed of a letter addressed to the
Colonial Office.
4. Copy of this letter is being sent to the Home Office.
